213 is not a standard HTTP response code, at least as far as I know. Must be specific to whatever you are connecting to first. Is there a caching proxy server, perhaps? This is far from definitive, but I found this page that might suggest that sort of thing:

Anyhow, if this is a consistent result, it suggests a simple workaround may be available. If your code detects a 213, go to sleep for a few seconds, and then resubmit.
